Even if they disallow the dragon be hit in sky, it still will not stop the dragon to be killed right the way.

The landing time of different player from different part of the world are not exactly the same. If your connection is slightly slow, you can still see it died when it lands because for other players, it was landed millisecond before yours. They could target it before you do. Yes, the best chance is to move to another instance.

Use ranged attacks and join in? Seems to me all classes and paths have access to at least one.

and yes i have seen Vartilingorix taken right out of the sky many times where this happens the same way with Charthraxis and if cryptic had reduced the instants down to 10 per instant there would be no way they would be able to get added to them if the instant was not available for them to access why they need a buff

For melee characters , you can still hit his landing area before he lands usually getting you a credit strike before ranged dps take him out .

you cant get credit if there is 25 to 30 people cause they can have him out of the sky in 10 to 20% heath why he dies really quick cause i have seen it where i wasted up to 15 minutes or more for players doing this in the dragon zone why they need to scale him

They're scaling the players there already. Everyone drops to 30.

anyone that is level 80 and drops down to 30 can still take Charthraxis under 5 sec even my warlock can take him down to nothing just like i can with Vartilingorix cause there like the most weak dragon in the game

And if they add scaling on top of scaling they will become impossible to kill.

I would suggest not killing Charthraxis on Mondays when everyone realizes they have the quest and want to check it off their to-do list. Find some off-hour, and empty instance and don't advertise the time in Zone chat. Chances are you will find few on the field and the entire experience more satisfying.

Cryptic recently changed the messaging from level 30 to 'You are fighting at a reduced item level' / 'Your item level has returned to normal' which hints that they may be tweaking the scaling in the future (or at least making it more obscure). Now it is IL 4000, but any equipment with fixed stat bonus is not affected by scaling (only the ones with % bonus), so it is not as effective as it should be.

I've long advocated for the 'scaling' to limit the encounter/at-will/daily powers to the selected area. If all you can do is what you could do as a level 30 character, you would no longer be able to easily solo Charthraxis. Allowing a level 80 char to use a level 77 encounter power defeats the purpose of scaling, imho.

The Heralds don't count. And neither does a dungeon dragon.
