Stat caps in Avernus

My understanding is that 90k arpen, crit and accuracy is necessary in the new zone. Despite exceeding these number, when I look at ACT logs I am seeing really inconsistent results. Sometimes all things are normal, but other times the effectiveness of damage (out) ranges from 40-80%. Has anyone else noticing this?
