I cannot find the 3rd feather, game takes me to a certain spot but nothing is there

They can be very hard / impossible to see until you get close enough to them.
There is one near the middle of the blue oval and one nearish each end.
If you are in a guild, ask if someone that knows it and has the quest will do it with you to show you where they are since they are in the same places all the time after the first time.
If you are not in a guild, try asking in PE chat.
