I don't think it has any meaning now - when a mass exodus mod is just a couple days away, but in case the game eventually catches up again...
The Rage of Bell has many issues, one of those is design by forcing upon us two mutually exclusive actions:
1. People wanting to run insurgencies
2. People wanting to run Bell
Up till now you were just ping-ponging between extremes - every fix chose to favour one of the groups while punishing the other... the next fix usually pushed the balance on the other side.
You still did not find a solution - but there is one, one that you know, even if you hate to implement it.
Make insurgencies like the dragon run in the Well of the Dragons. That means 15 mins duration at fixed time every hour. (preferably xx:15, so it will not collide with the mentioned DR)
At the same time move Bel to the skirmishes.
This fixes the access to Bel and enables to prepare a raid party for the insurgencies... because bosses in insurgencies should stay a group activity with tanks and healers (and especially the rust monster one, which just sits there motionless while wiping everyone around, even needs diverse groups...)
