cant bring Umbraxakar into the light

i went to Umbraxakar's Lair one day and after going there again today i noticed how i couldn't use the amulet of selune on the moonbeams after it stopped working where i ended up having to abort the quest just to get the amulet to work again and not sure if this is caused by the soulforged enchantment or if it's bugged cant tell
