Can't complete "House in need" quest

in Bug Reports (PC)
Paladin doesn't arrive in Helm's Hold.

I watch the video with him defeat one pack of mobs and nothing else going on.
Can't interact with item in the center.



I tried 3 time to begin this quest but nothing changed.

    Be sure to clear all the mons outside the cathedral before entering. IIRC not doing so prevents the quest from updating.
