Playing arbiter from EU - higher latency

This will be short.

I was comparing arbiter gameplay from american player perspective, with how it looks for me.

Sudden Verdict and Perfect Balance, is really delayed when playing from EU, sometimes takes up to 1 - 1.5 second to complete proc, while in NA, I noticed PB 4/4 stacks immediately disappear and give divinity back, which allows for 1 maybe even 2 extra skills cast during Prophecy of Doom.

As for sudden verdict, Judgements are filled in less than 1 second while i see them charging one by one for over 1 sec, often causing tab to only consume 4 instead of 6 of them.

Unless this is a bit reworked and becomes more instant, any other changes /nerfs to arbi will only hurt EU players most.

hmm.. I play from america, but my sudden verdict doesnt fill up in less than a second, and theyere is always a delay for my perfect balance to proc.
