Ranger Skill NoProc Cooldown & Zero dmg

On ranger warden there is a big issue when making a normal rotation,
im usually doing 2 encounters artifact real quick and then after tot seconds i use a third power,
that power alot of time in one dungeon doesnt proc the cooldown on the other 2 encounters and this is a known bug where Zero dmg its applied too, you fixed pretty well boar hide,
but marauder assault and hindering strike are still very buggy this is a big issue after the ranger nerf cause this bug eat milions of dmg ...
