Todays patch notes say:
Black Ice Warhorse: This mount's power has been simplified and adjusted to feel more in line with other mount powers.
It is true that it is now dealing correct amount of magnitude damage, but it is still not fully fixed. It is still dealing way less damage than intended, because mount power is not scaling with our character stats. So its damage gets reduced by enemy defense; and our power and damage bonuses does not increase the damage it does. I compared it with Crystalline Warhorse power since they supposed to deal the same amount of damage. These are some numbers I tested on a dummy with a test weapon.
[Combat (Self)] Your Black Ice Storm deals 662 (667) Lightning Damage to Target Dummy.
[Combat (Self)] Your Crystal Eruption deals 2225 Physical Damage to Target Dummy.
As we can see, it deals 667 damage, its correct amount of magnitude damage with a test weapon, but it gets reduced and does not increase with our stats, power and damage bonuses. On the other hand Crystalline Warhorse power does scale with our stats and damage bonuses.
The problem of its damage being not scaling with our stats might be that, this mount power is considered as a "created entity", its damage does not straight come from our character. So when we use the combat power, it creates the Black Ice Warhorse entity and it deals damage on its own, with its own stats(who knows how much).
Even with todays fix, mount power is performing very low, its not worth using until it gets a proper fix. Black Ice and Crystalline Warhorses should deal about the same damage with the same damage formula. I do not know how will you handle this problem, but easiest and fastest solution should be just copying the Crystalline Warhorse damage formula and implementing it on Black Ice Warhorse.
