Lag/Rubber Banding on one specific toon (and no others)

Posting here as requested by the GM who responded to my ticket.
My main toon is having severe lag/rubber-banding issues...no other toon is affected, just my main toon. I have tried the normal steps I could think off:
- Remarking the "fave" toon
- Tried to go into different zones or even different times of days
- Rebuilding PS4 D/B
- Uninstall then Re-install game
- Reset my home network equipment
- Run trace and speedtests
Nothing...no idea why only one specific toon would be affected and not the other.
