Dread Enchantment causes Tales 3xArtifact Set Bonus to Not Work

The 3 of Set bonus for the Tales of Old Artifacts doesn't work with Dread Enchantment. It does with out an enchantment slotted and with Vorpal, but not with Dread weapon enchantment. I'm talking about the one that procs as Lostmauth's Vengeance.
W/ set equiped:
W/ Vorpal: (See the logs, 1x Cloud of Steel (crit), then Vorpal, then Lostmauth's Vengence)
W/ Dread: (See the logs, 1x Cloud of Steel (crit), then Dread procs, and no Lostmauth's Vengence)
I haven't tried with other enchantments, but maybe it's due to Dread being a DoT effect, idk just a guess.
