Bug: "Enter the Sewer at a Dig Site" step/sub-quest of "Reclaiming River Districts

*Multiple characters of mine cannot start or complete the "Enter the Sewer at a Dig Site" step/sub-quest of "Reclaiming River Districts."
*I've purchased the Sewer Map from the NPC in the quest hub and it is in my inventory, as instructed to do so to complete the "Enter the Sewer at a Dig Site" step/sub-quest.
*At a dig site, whether following one via the quest trail, or choosing any marked one on the map, the "Enter the Sewer" dialogue option specific to this quest does not appear when speaking to the Dig Site NPC. This option had appeared earlier this week as normal one my characters who were actually able to complete this step/quest.
*The Dig Site NPC only allows the option of a random map. After trying this option multiple times on multiple characters with this bug, I never get a Sewer upon entering - it always a Dungeon or Crypt. Thus, it's impossible for me to enter a Sewer to start or complete the "Enter the Sewer at a Dig Site" step/sub-quest of "Reclaiming River Districts."
*It appears the Dig Site NPC is not recognizing my Sewer Map in the my inventory. I've tried deleting the Sewer Map and buying a new one - but this does not fix the Dig Site's NPC's dialogue options (the Enter the Sewer option specific to this sub-quest step still does not appear.) Again, because of this, I'm unable to start or complete the "Enter the Sewer at a Dig Site" step/sub-quest of "Reclaiming River Districts."

ETA: You can hover the cursor over the ladder icon to see what type of vault the site is set to. Also the map legend will tell you what type a dig site is. Otherwise you'll have to find an unclaimed one and use the map there.
