I want my team mates to be able to see my targeting circle or please make it bigger so i miss less heals due to unpredictable player movement. I also want to hide enemy health bars because they are blocking my team mates health bars in 10 man content with mob groups.

You can do that already. Go to Options > Interface > HUD. There will be a bunch of options about when to show name and HP from mobs, players, etc. Uncheck all conditions for mobs:

i am on PS4 and this is not an option for us currently. We can only toggle player health, not enemies. I will check again when i get home though just to be sure.
