Unable to Teleport back to guildhall when completing Glyphworks in a party

Glyphworks: When teleporting to the Glyphworks, there is no longer a "Gather Your Party" circle; as a result, players who have not unlocked the Glyphworks can no longer be teleported there in this way.
My partner and I usually run the weeklies together (because we like running stuff together) - this week upon completing restore ALL the Glyphworks quests only one of us was able to teleport back to the guildhall. The quest completed correctly though. To be clear we both had the quests and ran in a party.
