Incoming Healing Bug

I have been going through my stats and noticed the amount I get from Incoming healing is not allocating properly. each time I add to incoming healing it drops the base value and increases the modified value to compensate (ie: base went from 0.4% to -0.2% when adding tactical enchantments). Also Im noticing, Since i'm currently using the dragonborn race, I should be receiving +5% incoming healing from its traits on top of my current values but am not.
