Event Quests Bug

So after trying to restart the quest for the event several times, nothing happens. I did this event last year so I 100% know what to do this year and it's not like rocket science. The quest is bugged for me and I see others in PE zone chat saying the same for their characters. I am not alone. The ONLY thing I can think is if I had a lingering quest from last year, it for some reason has bugged my progress so if I try to pick up or abandon the quest, I am still stuck so nothing works.
