Issue: Campaign Quests do not match when grouped in a party
How to reproduce: Form a party and go through the intro quests lines, when getting the zone quests, not all of the quests will be the same for all party members, even if grabbing the quests at the same time.
Why is this a problem:
1. It discourages group play (A mortal sin for a MMO)
2. Players on the lower end of the Recommended Item Level (20k), are going to want to party up with other players to complete campaign quests. This zone is no joke, and while players on the high end will have no issues soloing campaign content, lower geared or players with poorly balanced stats less than 23k IL or so will struggle.
