New player levels Rank 79

Rank 80 is WAY TOO BIG and covers character from Item level 4000 to Item level 27000+.

I propose we reduce the level 80 players to those with 20,000 IL and greater and drop all the other level 80 to player rank 79, where their Item level is <20k. when their IL is >19999 ILthey again become level 80 characters.

There could be a further division of level 79 to drop some of the lower IL players to level 79 Rank.
