Are recovery kits still being used or are they bugged??

For the last week I have been having problems with using the recovery kits on all my toons. I'll get killed in a battle, port back to a fire pit and try to use a recovery kit like i use to be able to and nothing happens, any ideas? The kits are level appropriate for the toon trying to use them.
