Unable to upgrade stronghold to guild Hall 7

I am unable to set contribution target for guild Hall 7
It says needs 6 other structures at rank 3 I have:
. Guildhall-Level 6
. Lumberyard-Level 3
. Farm-Level 3
. Mine-Level 3
. Quarry-Level 3
.Barracks-Level 3
. Marketplace-Level 3
. Milling Yard-Level 1

So that is 6 structures at level 3, so am I missing something as to why I'm unable to set contribution target to guild Hall 7

I've had this problem and usually logging and and out solved it. If that doesn't work go to the actual place where you have to upgrade it (that little sign thing) in front of the Guild Hall and try setting it there as opposed through the "My Guild" menu.
