Warlock and lightning enchantment bug??

The Lightning enchantment does not apply Lesser curse when used with Hand of Blight paired with All Consuming curse. The lightning enchantment is supposed to apply lesser curse to mutiple targets whenever it arcs the lightning proc. However this only works when I use Hellish Rebuke. Isn't this suppose to work with all powers that applies lesser curse? please test it out for yourself
