Undermountain expeditions only have "Empowered" runes?

I've continued trying to figure out if there's a method to getting the Ethereal Shade to appear (with no success) but I've been wondering why the runes found throughout expeditions explode as "Empowered" glyphs. The whole idea of placing crystals to get more rewards makes no sense to me at all but I would've thought that the runes encountered would correspond to the type of crystals loaded into the system before embarking.

Traps are traps. Doesn't matter what you place. If you place any runes, the traps are empowered (active).
