They are several issues with our daily powers:
1. Brood of Hadar - Isn't true to it's damage. It is doing much less than intended.
2. Flames of Phlegethos - Is another daily power that is not doing it's proper damage. It is being capped at around 73k per hit 5x even with all the buffs up.
With Tyrannical and all the buffs up, I can hit around 800-900k if it crits, plus the additional 15% damage the target takes. However, I am hearing rumors that with Halaster the 15% additional damage isn't working.
I would recommend to allow Flames of Phlegethos to be a 1000 hit power, with 200 magnitude per sec for 5 seconds. The way it is currently, its not useful and its our last daily power too; it should be more powerful.
Not for BUG report, but overall issue with our powers.... We are the only damage class that utilizes a damage % resource (soul sparks) for an attack... Allow soul spark purpose to be tied to stamina perhaps? And place Soul Scorch in a timer.... That way, we do not have to be concern with using 4.5% dmg. In addition, our feats do not stack damage outputs and/or severity like other classes do. We lack in burst damage damage and the additional damage % embedded to us as a class has been removed (Hellfire Expertise). SOLUTION: Perhaps give us back the 25% dmg you took out for us to test and see how it plays out in the real world (not preview server).
