Why cannot I buy the "Wand of Wonders" from AI Shop and why can I not do the AI skirmish??

Ok, I found out from an earlier post that the "wand of wonders" can be purchased at the AI Store for 1000 whatevers. I have 4000 plus and it will not allow me to purchase. Also, I want to complete the AI campaign which requires me to do the "AI MoneyCoins Bank Heist" which seems to be grayed out and locked. My partner and I have done this skirmish in the past (but never completed it) so I know it is "supposed" to be available to us. However, when we try to access it, it is grayed out and locked. Um...why???? Any help is appreciated.
