Say there are boon point when all are used

Want let me change load out cause it say there are still boon points to spend on main screen and menu but when you go to char or boon page says 0 tried resetting and spending again , also have a problem with insignias working tried resetting those logging off and out of PlayStation resetting internet with no success reported issue and was deferred to this forum
