You have not completed Lair of the Mad Mage and the Teachings of Zerthimon. Once you complete those (assuming your ILvl is at least 24,000), the message will say "You cannot queue for Tower of the Mad Mage because". I have completed both LoMM , Teaching of Zerthimon, have an iLvl of 25,560 and that is the message I (and others) receive.

EDIT: After a logout and logon to NW, I am able to queue for ToMM.

Did you look at the date on the bottom of the screen shot? It was a available August 24th on console!
