Cannot get Mastercrafting III Armorsmiting.

I have completed MCII armorsmiting (for the second time I think ) but I cannot purchase MCIII recipe from the vendor. I have the adamant plate but it says I can only purchase it once. I have the MCIV questline too. I think this is maybe due to the merging of professions way back when but I have not retried MC-ing since then.

    At the top of this page, the first pinned post is the EU-Community board of reported bugs/issues. Under Escalated Cryptic - M16 you will find issue 3089-2705 which documents this problem.

    Perhaps @percemer can add some additional comments as to the status?
