Staff of Flowers buff stats at max rank listed incorrectly

The Staff of Flowers buff ("Allies gain xxxx" stats for 15 seconds and does xxxx damage to foes) is listed incorrectly either on the collections window/list or on the tooltip. Either way, they do not match. Prior to getting myself one and refining it up to max rank 140, I looked at the collections window/list and saw that as it ranked up it went 2,000/4,000/6,667/10,000 and at max rank of 140 and 10,000 stats buff to allies, it is supposed to do 16,976 poison damage. So when I have now ranked it up to max 140 rank and it's teal (I just got it and ranked it up this last hour), I look at the tooltip direct off the artifact when hovering over it and it says that the buff for allies is 5,000 only and the damage to foes is listed as 8,544 poison. This is half of what is listed in collections for rank 140 max. So either the stats on the collections page are wrong or the tooltip on the item is wrong. I did look elsewhere to see if this was already reported here but could not find anything. (edit; base stats; power, crit and awareness, are correct and do match.)
