Star Rover bracers?

Hey everyone, the star rover bracers, does the bonus apply only in combat? I mean can you build up the stacks of dmg like running around not in combat and keep the bonus when you start combat.

    Yes, can build stacks out of combat and maintain them as long as you stay on the move.
