Banded Boots of the Successor

Banded Boots of the Successor are not giving the 5% combat advantage from the Brute's Advantage perk. I have noticed this on PC and XB1. I noticed 1st on XB1 that's where I got my screen shot from for my stats. The same thing is happening on PC as well. I have attached 3 screenshots showing that the Banded Boots of the Successor not working properly.
Base CA: 96,520
In Combat CA: 98,537
Actual CA given: 2,017 is 2.08%
5% CA from Brute's Advantage: 96,520 + .05 = 4,826
96,520 + 4,826 = 101,346 is what my CA should be
