When T9 launched we had more problems with boss 1 and 2 (and ghost face not appearing during boss 3) . Boss 1 was supposed to be the DPS check... Once you clear it you have at least a chance to finish the dungeon. That's the design of T9. I don't know what's the problem at final boss... ghosts can be a problem since some classes single target encounters like to snap to other targets and of course usually got long cooldowns.
I will say what I have always said when looking at item level. It is not about item level at all. It is more about the stats and if a dps , tank or heal lack in the stats then well the party will maybe be held back because of that. The new direction this game is heading dungeons really should be based off minimum stat requirements for each dungeon rather then a cheap item level to handle that. if that was added to the game then you will most likely see less failed parties. However that is not the case and well each user should focus on getting their stats up.
