Dragonborn Skin Color No Longer an Option?

After Mod 17 dropped I went to make a new Dragonborn Character. When choosing the "Customize" option, the "Head" option is no longer there. This makes sense on one hand (there was only one head option), however... on the other hand this makes it so that you cannot choose a skin color (skin tone). I hope this was an oversight and will be fixed soon. Thanks.
