Kessell's Retreat Key Bug

Hi, i recently did Kessell's Retreat with a few guild mates and when we got to the end i couldn't open the second chest as it said i needed a Legendary Dragon Key, now i wouldn't have thought anything of it except for the fact that i didn't do this party quest until i unlocked and could create the Kessell's Retreat Key for the second chest like most campaign dungeons and so on.

please look into this as it was kinda disappointing to get to the end for the first time and realise that you cant open the chest with the key you waited to unlock and saved Icewind Dale currency for.
