Cragmire Crypt Unmovable Lever

This is simple: was playing with another player, both level 45 in a private queue just two of us.

Killed every mob until just before Kallos Tam room. Lever there, we try to use it but says cannot use. We can't seem to turn that lever. We quit the game.

Any tips?
