HR encounter power bug

If I start combat with an encounter power, no damage is dealt and encounter power starts cooldown. This is a consistent problem with all of the new content and occasional with other areas but mostly HE's. Marauder's Rush, and Boar charge are my main DPS attacks and they are now useless as first strikes against the new enemy mobs. I can't even use constricting arrow from a distance to get a few shots in before melee. Please fix this as it makes it harder/longer to do the WE's, and FE's solo.

    To continue with similar bugs for ranged attacks with the HR in the WE and FE as well as other areas, longer ranged attacks with both At-Wills and Encounter/Daily powers are returning a zero dmg and do not "wake up" the attacked foe on initial strikes. This is not just with the initial hit but can go on for quite some time if the range is maintained. The HR has to get within a certain range in order for the mob spawn to react to combat and start taking damage. Mobs that are already in combat with other mobs don't seem to suffer the same issue (unverified). This is a significant problem for ranged damage Hunter Rangers.

    On a secondary note but also associated with the the HR's (possibly others) ranged issues, striker companions do not, will not respond to or engage in combat that is taking place at longer ranges. The companion will respond to combat if the target gets close enough to the player.

    It isn't just the ranger that suffers. My wizard often starts combat by chucking a fireball into the mobs. Lots of floating zeroes.
    I'm not looking for forgiveness, and I'm way past asking permission. Earth just lost her best defender, so we're here to fight. And if you want to stand in our way, we'll fight you too.

    Turns out this isn't a bug. Just bad programming.

    Just so you know, this has been going on for awhile now and it is worse than you think! I never reported it because I did not care and just figured it to be another problem that they either cannot or will not fix.

    FYI, some of those zeros are a good thing as some of those zeros are a buff thing. In other words the game is trying to apply a buff to the enemy that only you or other nearby players are supposed to get.

    Since it seemed to be a common thing for all my characters for ranged attacks I simply ignored it. It just requires you to change your playing style so that now instead of starting off big you hafta start off small with an at-will attack till the zero thing goes away.

    COMPANION INFORMATION:
    My melee attackers have a tendency to do what you describe in your post which is to just stand by until an enemy gets close enough to pose a melee threat to my character.

    My ranged attackers (archers and non-healer invokers) seem to do decent damage, more readily attract the attention of the mobs and in general start attacking from range when I do. The only problem I have with them is that sometimes they get a bit to aggressive and start attacking other mobs that are close by before I am really ready to take them on.
