[PC] Can't start Cloaked Ascendancy

I can's start the campaign. I have the first quest: Chapter 1: River District Unveiling, but... there's no destination to go to. I can go to the river district, but according to the game it's not where I should be. Neverember has a question mark over his head, but it's grey (inactive). The campaign window in my journal is also inactive. I've asked around and so far only players with warlock class seem to have that problem. I can't find any solution online.
