BUG - Warlock - Tyrannical Curse and Curse Bite

Tyrannical Curse was placed on one enemy, it was the only enemy that had any type of cruse on it. Tyrannical Curse counts as a curse and allows the player to cast Curse Bite.
The number of charges decreases by one to indicate that the power was used; no damage is dealt to the target enemy.
As Curse Bite is a curse consume power, I do not expect the power to be castable on a Tyrannically Cursed target.
