The lockbox provides three sections and when you open a box, you get one reward from each section. The upper section states (among others) "2 bonding runestones, rank 10" and "2 empowering runestones, rank 10". When I opened some lockboxes, I only got one bonding runestone from one lockbox and one empowered runestone from another lockbox.
