Redo all the lock boxes and make the lowest rank Rune/Enchantment Rank 10 and go up to Rank 12. This will not hurt the ones who have Rank 14s and 15s, but will help those who are level 80 and IL 7-20k.
Personally I for one don't get them directly from lock boxes, but this would entice more people to open them. It might lower the cost in the AH as they are tossed in by whales who don't want them but also didn't spend time and RP to upgrade them either. This would only have adverse effect on anyone selling refined Enchantments during the change over process. They keep upgrading the armor, why not upgrade the contents of the lock box?

How it will not hurt? If something is easier to get, it's value is lower, and the value of all enchants that based on it.
And all the associated values, like marks and wards..

The price of Zen is lower, in 2013 100 Zen cost 20,000 AD, now it costs 75,000 AD. AD value is lower now and it's harder to get.
Enchants from lockboxes are mostly RP fodder to most people. Devs can just put higher rank enchantments in new lockboxes to incentivize people to open them.

The price of Zen in AD is HIGHER now, because the value of AD is lower. Because there is much more AD in the economy. 1 ~25min REQ today = full daily refine of 24k x 3 chars. Where a dungeon salvage was 4k + 10k from the chest.
