Baby Owlbear Cub not working again

in Bug Reports (PC)
The companion effect Baby Owlbear's Presence was working for a short while after it was "fixed" but its no longer working at all again. I have checked combatlogs with ACT and there is nothing there at all.

    ah okay, thanks, since it didn't specify encounters I was testing at sh dummies with basic attacks.
