Is the lion Mount Power bugged?

One of equip Powers should be: If you or your group get damaged you have the chance to get healed by 10% of your HP and get a stack of light Weapon or radiant Weapon (not sure it translated correctly). But I never see it proc? Is it bugged or do I miss something?

I've been trying to find someone that has tested the stacks of damage on act. how does it compare to a 10k power mount?

I have equipped it but I don´t hear the sound. I never saw the healing part. Do you see it in game?

the epic mount stacks to three. and quite often seems to be at 3. but even though it says stacks to three of added radiant damage I also do see in my combat log ferocity which is a separate hit that seems to vary and it doesn't proc on everything the way the tool tip says it does. I wasn't sure if that was it or part of it. if that's it yeah the additional hit is like the extra proc of a vorpal or other weapon. you see flash by but a bit better. ranging between 1500 and 4500.
