Burnished Weapons Set Bonus

Decided to get the Burnished weapons. When I went to test the equip bonus I didn't receive the 5% Power and Defense. I've currently got 181,711 Power and 59,851 Defense. With the bonus proc'd my Power went up by 6,184 and Defense by 1,046. That doesn't seem right. That's less than 3.5% of my Power and 1.8% of my Defense.

I know sometimes these bonuses work on "base" stats, but still can't seem to get the math to work out. Any ideas?

Any power or defense from buffs (bondings included) are generally not counted.
