Fighter- Ricochet not proccing

I have chosen Ricochet to go along with shield throw but this is not proccing at all.

1. level 80 human fighter
2. shieldthrow encounter slotted
3. ricochet feat selected
4. shield throw does not bounce from enemy to enemy 1st enemy only.

To clarify, this is the dreadnaught paragon path.

I am experiencing the same problem with my fighter, Ricochet is not proccing no matter how close the targets are together.

Still kinda bugged in MOD 25. Seems to work on training dummies all the time, but fails a LOT on anything else
