[PC] Wizard - Fireball does not add smolder on chilled targets

When you hit a target affected by chill with fireball, smolder is not triggered (no damage, no smolder status)
If it's affected by both by chill and rimefire smolder, nothing happens as well.
If it's affected by both by chill and rimefire smolder, nothing happens as well.
