Combat Advantage doesn't work for Ranger CC powers

Reproduction steps:
Go to Stronghold test dummy. Use augment or no companion.
Hit the dummy with any ranger power that applies a CC effect: Marauder's Rush, Boar Charge, Strong or Weak Grasping Roots, Crushing Roots, Disruptive Shot, etc--literally any Ranger power that applies a CC effect.
Expected result: gain combat advantage.
Result: combat advantage is not gained.
