Oathkeeper shields & healing debuff from expeditions

Not sure if this is a bug so putting this here for now.

I've noticed that Oathkeepers can't apply shields to players in expeditions if that player has the healing debuff.

The debuff description reads that a player can't be healed while the debuff is on them. But there's no mention about shields.

Does the shield technically count as a heal or is this a bug?

The magnitude of the shield is the same as the magnitude of the heal that is applied. So if a player can't be healed, they can't get a shield either.
