Locked out of River District

Bought the completion token sometime back and now I can’t get into the zone...so no legacy quests for my character in this zone I guess.

    You still need to do the quests associated with the River District. Tokens do not complete quests for you, only the Campaign Tasks.

    You have to complete Lord Neverember quest line to unlock the zone.
