Artifact modification for off hand not working properly

When I click on "square" button to unlock a random power nothing happens. Furthermore, when I try to increase critical strike from 500, nothing happens, even in instances where the gain is >500 (for example over 1,000 would show up as red). My off hand is a primal for Barbarians.
