Fighter Head Transmutes

We are unable to use any level 70 or lower gear as a transmute for gear higher than level 70. I have only found this to be the case for head gear as I am able to use level 70 or less gear as transmutes for the new higher level gear in other slots.
Specifically I was trying to use the Helm of the Black Earth as a transmute for the new Spy Guild helm. I did not have this issue for my rogue as I was able to transmute my rogue’s spy guild head piece to a piece of level 70 gear.
Not a game breaking issue but it is kind of a bummer as I can’t find transmutes that look like what I was using before.
