owl bear cub bonus still no proccing after patch

After testing several times, the bonus didnt proc a single time, I even reduced my critical chance and was only using at wills. Has anyone else experienced a different thing?

only proc's off encounters, not at wills which is how it was pre mod 16, so either the tooltip is wrong/incomplete and this is how its supposed to be with no change in mod or its not been updated to work on all abilities.

Some clarification on how it is intended to work would be nice. And if its only supposed to be encounters still, why bother changing the tooltip at all since thats how it was before anyway
